Jalil Bishop

Dr. Jalil Mustaffa Bishop (he/him) is a national expert on justice research projects, grassroots policymaking, and high-impact evaluations, all coupled with a critical equity lens. Dr. Bishop has worked as a creator and evaluator of pipeline programs to diversify medical schools, doctoral programs, and other higher education institutions; NSF STEM programs; tech and other STEM industries; and activist movements. Throughout his career, he has been a Vice-Provost Scholar at the University of Pennsylvania, an Assistant Professor of Education at Villanova University, and a national advocate on college affordability and the Black student debt crisis. He is the principal investigator of the first national study on Black student debt.

Dr. Bishop earned a PhD in Higher Education and Organizational Change from the University of California, Los Angeles in 2018. He received a BA in History from Dartmouth College in 2014.

Celeste Winston

Dr. Celeste Winston (she/her) is a geographer who employs critical qualitative and mapping methods to contribute to racial, economic, gender, and disability justice in research and evaluation. She is an Assistant Professor of Geography and Urban Studies at Temple University. Dr. Winston has worked on evaluations for community-based justice organizations and NSF-funded education and workforce development initiatives in semiconductors, advanced silicon technologies, and other STEM fields. In addition, her research supports communities impacted by the criminal legal system. Dr. Winston’s award-winning book How to Lose the Hounds: Maroon Geographies and a World beyond Policing (Duke University Press, 2023) engaged residents of Black communities to understand how to reduce police power and the threat of police violence as tools of social control.

Dr. Winston earned an MPhil and PhD in Earth and Environmental Sciences from the CUNY Graduate Center in 2019, and a BA in Geography from Dartmouth College in 2014.
